Drip rail rust

So I'm looking at the truck the other day and I see the beginning of small rust spots on the vertical portion of my drip rail near the drivers door. I have never seen rust begin in a place that drains. I was going to treat with an Eastwood rust preventer, not sure how you even get in there to treat. Is there a better product? Thanks.

If ur just trying to make it stop POR-15 is some awesome stuff.
